Manville Has a Hotel?

Another interesting topic from the Board of Health meeting was the former Foxtails Lounge has a bottom floor that is rented as a party rental place, and the rooms above are being rented like a boarding house. The name appears to be the "Manville Manor".
They are actively promoting these "hotel rooms" for rent on Airbnb, and Council had previously discussed concerns about Airbnb rentals, but no action was taken beyond a discussion.
If you do visit Airbnb and look up Manville, you will see rooms for rent from the "Manville Manor" where the rooms do look like hotel rooms, with the exception of communal bathrooms and showers.

This seems to fall more under Zoning versus Board of Health. Boarding houses that were pre-existing were grandfathered, but no new ones can be created, implied per the meeting discussion. (Per the comments in the meeting.)
Manville.Today checked on commercial zone permitted uses on eCode360, linked here, and it does appear boarding houses & hotels are a permitted use, passed from an Ordinance back in 1990, which is viewable here. And, recently, Ordinance 2024-1317 (Page 3), reaffirms that boarding houses & hotels are permitted use. Now, the question becomes were any permits and/or inspections needed, and did they occur?
Mayor Richard Onderko became very upset about this situation, namely, about how illegal rental properties are crowding the schools.
"Look, a lot of people in this town are taking advantage of the town and it needs to stop, OK? I had a resident on the north side they finished their basement 3 bedroom apartment, full kitchen, full bath, no permits, want to rent it out for $2,250 a month, ok, puts a burden on our school district. This nonsense has got to stop. We're gonna crack down hard on these people." he stated.
Onderko continued: "Our school enrollment is going up as we're knocking down homes."
This topic appears to be more of a zoning enforcement question versus Board of Health specifically. If the Mayor is aware of a home's basement being remodeled and rented as an illegal apartment, with no permits, what action has he taken about it? What is Manville's Code Enforcement doing?
