At the Special Meeting held at 4pm on Monday July 7th, Councilman Joseph DeVito was absent, along with Borough Attorney Maciag. It was clarified that the Borough Attorney did not need to be present for the meeting to take place. The meeting started with a short Closed Session.
Coming out of Closed Session, there was a public hearing for the Resolutions to be voted on. The primary focus was on the hiring of Gabriella Siboni as the part-time Municipal Clerk / Registrar / Deputy Administrator. The main concern heard from the public in attendance was how can a part time person do all the work that Maureen Ruane is currently doing without being overwhelmed.
It was clarified by Council, and Ms. Ruane too, that while Ms. Siboni will be part time, this is for the 90-day probationary period outlined in the memorandum of employment. This means, that after 90 days, the Borough can re-evaluate Ms. Siboni's employment and even make her full time afterwards. It will depend on the needs of the Borough to see how they will move forward.
Interim Administrator Maureen Ruane will not be immediately stepping down. She will still be working in the Borough, however, her hours will be reduced to a part-time role instead, from the commentary. This will help when Ms. Siboni isn't working at Borough Hall on a particular day. Ms. Ruane can fill in on those days.
There were some concerns about the remote day Ms. Siboni will have, which also was addressed. The Borough's website has a lot of content that is severely outdated, meeting minutes haven't been adopted in several months, amongst other things. Having a remote day of work per week will enable Ms. Siboni to focus on getting everything caught up on the remote working day.
Council adopted Resolution #2025-178 unanimously to hire Gabriella Siboni.
The second agenda item was to authorize the hiring of a police officer, Kieran Green. This Resolution, #2025-179, was voted on separately, and also passed unanimously.
