On Friday, the Hunterdon County Prosecutor's office released a statement that Cameron T. Keng of Fort Lee was charged with theft by deception. Keng was the Chief Financial Officer for Franklin Township which is located in Hunterdon County.

Mr. Keng was arrested and charged with one count of third-degree Theft by Deception in violation of N.J.S.A. 2C:20-4, which may result in criminal penalties including, but not limited to, a term of imprisonment between three and five years and a fine not to exceed $15,000.

According to the Prosecutor's office, in June of 2026, Unity Bank initiated an internal investigation into payroll fee transactions involving Franklin Township. The bank identified an alleged double-billing scheme and reported its findings to the Hunterdon County Prosecutor's Office. The full statement released by the Prosecutor's Office can be found here.

Cameron Keng previously worked for Manville as recently as 2025. He provided payroll and tax collector services to the Borough.

At the February 27, 2023, Council meeting, Resolution #2023-51 was presented to fill a payroll processing vacancy following a retirement. The resolution stated that the Borough needed replacement services for payroll processing, including accounting, payment, and records management related to State of New Jersey health, pension, and benefits programs. In that Resolution, Mr. Keng’s payroll services company, Keng Group LLC, was approved and the cost was $2,100/month or up to $25,200/year.

In March 2024, Cameron Keng was appointed as a part-time tax collector due to the retirement of the tax collector. Per Resolution #2024-71, he would receive an annual salary of $30,000. This was in addition to the work his company, Keng Group, LLC, was managing for the Borough.

After this March meeting, ManvilleToday discovered and reported, that Mr. Keng was working for at least five other towns at that time. When this specific question was asked at the meeting authorizing the 2024 Resolution, the Mayor & Council wasn't sure if he was working for anybody else.

Cameron Keng submitted his resignation as the part-time tax collector in November 2024 which the Borough accepted per Resolution #2024-210, and a new tax collector was appointed.

During the Council meeting held on April 28, 2025, Resolution #2025-106 was approved for Keng Group, LLC, to provide payroll services.

Based on the information ManvilleToday is aware of, Mr. Keng is no longer employed or contracted with the Borough to provide tax collection or payroll services, and we were unable to locate a resolution or other information showing when Cameron Keng and the Keng Group, LLC fully left the Borough of Manville in all capacities at the time of this publication. The only Resolution (#2025-250) was in October of 2025 where a new payroll assistant was appointed due to a resignation. It's unclear if the vacancy was due to Mr. Keng.
